Frank joined the KAM team in 2021, bringing leadership experience from the private, public, and nonprofit sectors.

He previously served as an investor and advisor to a technology startup in Louisville and held appointed roles in Kentucky state government under both Governor Matt Bevin and Governor Andy Beshear.

He also served as head of public affairs for Churchill Downs, Inc., and led the privatization-in-place of a Navy weapons and engineering base in Louisville—a project that preserved more than 1,000 high-skill STEM and manufacturing jobs. Earlier in his career, Frank led public affairs efforts for the Louisville Chamber of Commerce.

A native of Bardstown, Kentucky, Frank served two tours as a U.S. Navy intelligence officer—first at sea with a carrier air wing, and later as the lead intelligence briefer and special assignments leader for a four-star U.S. and NATO regional commander.

He holds a B.A. with honors in political science from the University of Louisville, where he was twice elected student body president. Frank lives in Louisville with his family.
