As Vice President of State Affairs and Political Mobilization at the American Chemistry Council (ACC), Rebecca McPhail helps prioritize and shape ACC’s positions on key state and local legislative proposals impacting the chemical and plastics industries. She also provides strategic guidance for ACC’s political engagement efforts and fosters strong collaboration with independent state chemical industry councils.
Before joining ACC, Rebecca served as President of the West Virginia Manufacturers Association, where she was a leading advocate for manufacturers, engaging with state and federal policymakers and promoting policies that encouraged economic investment and industrial growth in West Virginia.
Previously, she was President of Vision Shared, a statewide public-private partnership focused on community and economic development. Rebecca also held a leadership role in higher education advancement as Assistant Vice President of Development at Marshall University.
A native of West Virginia, Rebecca holds a bachelor’s degree in history and political science from West Virginia University Institute of Technology. She currently serves as Chairman of the Board of the YMCA of Kanawha Valley and sits on the board of the West Virginia Symphony Orchestra.
